specialty spinning rod

I fish primarily from float tubes and kickboats here in California. I am looking for a spinning rod of about five and a half feet with a fast action for pitching under boat docks and into tigh cover and plenty of backbone to get those big toads out from their hiding places. Can kistler make this rod for me??
