My new Helium LTA is broken.

I just received my new rod and it must be broken. It dosen't float! It just lays in the floor. What should I do?

I had 4 float off the deck of my boat when they weren't strapped down.

Depending on where you live the air might be JUST a little bit heaver than other parts of the country. Just be VERY careful when you leave your area!!!
