If I understand your question correctly, the answer is "YES." If I remember correctly (and that's asking alot of me!), Kistler replaced All Star as the "Official" rod of the Skeeter Owner's Tournament back around 2006. (I do remember meeting Trey Kistler in person for the first time at the Skeeter Owner's Tournament at Lake Fork back in 2006, so that's what makes me think that was the first year of the "Official" Kistler "Skeeter Owner's Tournament" rods.)
The first "Skeeter" rod Kistler provided was the Graphite Plus KCBS7 (I have 4 of these rods, and still use them often!) For 2007 it was a Graphite Plus 7' MH All Purpose rod. In 2008, it was a Magnesium TS 6'9" All Purpose rod with a Skeeter "60th Anniversary Limited Edition" decal; in 2009 it was a Carbon Steel 7' All Purpose Rod.
That's about the best information I can provide for now. All the "Skeeter" series rods have the Skeeter logo on them, so they are easy to identify.
